Prop 5 and 6: Amend Michigan's constitution

(09/25/12) - We continue our look at the six proposals on the November ballot.

Monday, we told you about Proposal 3, which asks voters to establish a renewable energy standard.

Now we are talking about Proposals 5 and 6. If passed, both measures would make a change to the state's constitution.

UM-Flint Professor Marcus Paroske has been helping us break down the proposals. Prop 5 would limit any new taxes by state government.

"This would be a major one if it went through. This would change state law to make it significantly more difficult to raise taxes in the state of Michigan. It would require 2/3 votes by the state house and state senate."

If voters support Proposal 5, the Michigan legislature would need 67 percent to pass any new taxes, which means no longer would a simple majority do the job.

Supporters of this proposal, like Michigan Alliance for Prosperity, say on their website the two thirds movement is a grassroots initiative organized by Michigan taxpayers who want to bring real reform to Lansing.

Those who oppose the movement, groups like Defend Michigan Democracy, say on their Web page Proposal 5 hijacks Michigan's constitution to protect billionaires and lobbyists.

Looking ahead to Proposal 6, which looks at the construction of international bridges and tunnels.

If a bridge was going to be built, it would require a state wide approval of the people as well as approval of the city in which the bridge was being built.

"There are some people that worry that the language of this proposal is so broad that it would require other cities if they wanted to build other smaller bridges to also get state wide votes. The proposal is being backed by owner of the Ambassador Bridge in Detroit and this second bridge would be in direct competition to him so it's pretty clear if this proposal passed it would kill the bridge for the foreseeable future," Paroske said.
