(09/27/12) - Civil rights lawyers claim Michigan's emergency manager law is dead.
They've filed a lawsuit against the state to get a court ruling.
The lawsuit was filed Wednesday, in Ingham County, by Detroit based Sugar Law Center for Economic And Social Justice.
Flint City Council President Scott Kincaid says Flint City Council has joined in on the lawsuit.
"All we're looking for is a ruling by the court on whether or not Public Act 72 is actually law," Kincaid says.
The people backing the lawsuit say Public Act 72, which is in place now in Flint, was permanently taken off the books when Public Act 4 was signed into law last year.
Public Act 4 was temporarily suspended in August when a referendum was approved for the November ballot.
