(10/31/12) - The latest polls show 35 percent of Michigan voters support Proposal 3, while 55 percent oppose the constitutional amendment to establish a renewable energy standard.

More than two dozen states have renewable energy standards, including Michigan. If Proposal 3 passes, the standard would be higher and locked into the constitution.

Chief Academic Officer at Northwood University Dr. Kristin Stehouwer breaks down Prop 3.

A yes vote on Proposal 3 would increase Michigan's renewable energy standard. "The side for says it's good for the environment and by embedding into the constitution we are putting  a major stake in the ground about clean renewable energy."

Proposal 3 mandates by the year 2025, 25 percent of electricity sold in Michigan must come from renewable sources like wind, solar, and biomass. It promises utility rates won't increase more than one percent per year and it also requires legislative action.

"Part of the ballot language is that there would be the legislature that would have to enact requirements that this renewable energy would have to be created in state so there's the potential there that it would create jobs. Opponents say this may be a deterrent for businesses to locate in the state if energy costs would be higher."

If you are for the environment are you necessarily pro Proposal 3? "I think that's what's confusing for voters, that they may think if they are for the environment they need to vote for this, and in fact we already have a law on the books that we get to 10 percent by the year 2015."

Dr. Stehouwer encourages voters to look beyond the television ads when trying to make a decision.

"I would recommend voters inform themselves as much as possible and find different sides of the story and decide for themselves often they can look at different kinds of editorial information, look at pros and cons, and look at who's behind these proposals too. These have been sponsored by different groups with specific agendas, you can look at that and figure out where they stand personally."
