Leyton says his office's review of the police investigation, including new information that came to light after the 16-year-old was lodged, showed additional investigation is required.
The fire, at Midnite Sun Training Center in Burton, happened the morning of Wednesday, Feb. 20.
Three animals did survive.
It was the third fire at the barn recently. Electricity had been shut off prior last week's fire, which raised suspicions.
A vigil, in honor of the horses, will held Wednesday at Burton's Fire Station 2 on Belsay Rd. It begins at 5:30 p.m.
