(10/31/13) - Flint Emergency Manager Darnell Earley says he's preparing to meet with the city's collective bargaining units next week.
He says they have to be very vigilant about personnel costs moving forward in the budget process.
"We intend to also put those issues in front of the bargaining units that are traditional or legacy related, which the city must be able to reduce if it has any hopes of abating the emergency," he said.
Earley says the city's structural deficit is right around $19 million ahead of the final audit results for 2013.
For the first time in a long time, however, the city spent less money than it took in.
