(12/31/13) - A recent CNN poll states that 75 percent of Americans think the current 113th Congress is a "do-nothing" one. With hallways empty, and office doors closed for the annual holiday break, an overwhelming majority of Americans are not happy with the job members did this year, according to the poll.

"The American public has it exactly right. This has been one of the least if not the least productive Congress in modern history," said John Hudak, a fellow in governance studies at the Brookings Institution.

Hudak said Congress avoided resolving many big issues this year, including tax reform and the farm bill. Plus, they caused a government shutdown in October that lasted nearly three weeks.

However, he said one positive outcome of the year was the Ryan Murray bipartisan budget deal, the first one of its kind since 1986.

"A budget is not something that's easy to pass, it takes a lot of work, it takes a lot of support and the budget passed both houses by large margins, and so that's clearly a positive," Hudak said.

If the American public is looking for a more productive Congress in 2014, Hudak said it is not likely.

"The Congress in 2014 is probably going to look a lot like the Congress in 2013," he said. "Needs will go unmet. There will be a variety of needs that go unmet. The rhetoric will remain the same. It will be bitter. It will be partisan. It will result in very few solutions for the public."
