Council to weigh in on Flint EM's 7-point plan Monday at special meeting

(04/04/14) - Flint City Council members are set to weigh in on the emergency manager's 7-point transition management plan, Monday. They postponed a vote last month.

It includes a deficit elimination plan, a five year financial forecast, governance, organization development, legacy costs, a strategic plan and sustainability.

Friday, Flint Emergency Manager Darnell Earley stressed, again, how important this plan is to help get the city back under local control and how much he wants council members to approve it.

"These are all things we've been doing since 2011," Earley said. "By laying them out in a plan, everyone knows what the plan is."

Earley said he doesn't need council members to OK it, but he wants them to.

"It's engrained in me that's it's in the best interest of the community, long term, well after I'm gone, to have that buy-in and to have that input and participation. Since January, that's exactly what I've been trying to do."

"This is a very positive outline," he said. "Each of those individual items has a great deal of work that has to get done and we need to be able to do that together."

City council member Eric Mays said he will very likely vote against the plan.

"I don't want to rubber stamp a general outline and then the details is (sic) different," Mays said. "The devil is in the details. We don't have them."

Mays said he doesn't agree with the Governance part.

"It shouldn't be an appointed committee. It should be elected people and the people in the city of Flint should vote to change the charter. It shouldn't be on recommendations and closed door rooms. I can't condone that," he said.

City council member Josh Freeman wanted to vote at the last meeting. He said he's in favor of it and will vote for it.
