Bay City leaders prepare for across the board cuts

BAY CITY (WJRT) - (05/05/14) - Bay City leaders are crunching the numbers and working to balance its budget. The proposal on the table is calling for across the board cuts.      

The mayor and city manager say the good news is that those cuts don't include layoffs.

Bay City manager Richard Finn has only been on the job for nearly two months and he's already facing a difficult task.

"The budget is always tough," he said.

The proposed $18.6 million budget was presented to commissioners last month.
     
Finn has asked for 5 percent in cuts to come from day to day operations in each department and not through salary or personnel reduction.
     
Dipping into the city's reserve fund isn't an option.

"Last year, the current fiscal year that we're in, we had to go into the surplus fund, a rather significant amount and I guess my personal goal along with the department heads was to see if we could put a budget together that didn't go into it again so we were very successful in doing that and that's a very positive sign for the city's health and well being," Finn said.

Department heads have already talked about areas that they would like to make cuts. This should cut spending by $240,000 in the general fund.
     
"For instance in the clerk's office, I know that they have found their costs savings in printing costs. Maintenance of printing machines and so on. It might impact the way they do things overall, but it's not going to shut down that department or a large portion of service," said Bay City Mayor Christopher Shannon.

On, May 31 and June 9, commissioners will review the budget. The public is invited.
     
A balanced budget has to be approved by July 1.
