Flint EM gives council members time to make more budget recommendations following Monday meeting

(06/12/14) - Flint Emergency Manager Darnell Earley is waiting to hear back from city council members before adopting the budget.

There was a meeting with public comment, Monday night.

Earley said he's giving council members time to make additional recommendations. If there are none, his two-year budget will be finalized and go into effect in July.

The budget was one of a number of topics discussed at a press briefing, Thursday.

Earley and staff detailed how it was adjusted taking previous recommendations into account.

Contributions were increased for economic development efforts, money added to help assist with the transition of some senior centers to a different management structure and the city says it also invested in staff to help with the process of redoing business licensing.

What they couldn't OK though was dropping payments going toward reducing the deficit.

City Finance Director Jerry Ambrose said the plan is to pay at least $1.8 million on that each year.

"Not only do we want to eliminate the deficit, we want the city to build the sufficient financial reserves that a well managed municipality should have," Ambrose said.

"We've built that into the budget, which means that during the life of an transition advisory board we would expect that those contributions will be there to continue eliminating the deficit because that is a part of the transition plan," Earley said.

Earley said the city is waiting to hear if the state will allocate $1.1 million, a one time thing, to help with public safety costs.

He said it would be available in October and would put the city in a good position of not having any further police or fire cuts.
