Sebewaing Police Officer shot outside Bay County Juvenile Facility

BAY COUNTY (WJRT) - (08/28/14) - A routine ride to Bay County Juvenile Home, Thursday afternoon, turned from calm to disaster.

A Sebewaing Police officer taking a 16 year old male to the facility was caught off guard when the teen slipped out of his cuffs and surprised him as he opened the door to let him out. They struggled and the teen escaped.
 
"He was able to get the officer's firearm away from him. He shot the officer in the hand. The officer took off running to the east and the individual ran out in the middle of the parking lot and shot himself,” said Hampton Township Police Chief Gerald Runde.

Both men were taken to McLaren Bay Region.
 
The officer, Ward Carter, has worked part time for the Sebewaing Police Department for 10 years. He's been with the Huron County Sheriff's Department for 20. He has been released from the hospital.
 
"He was pretty well shaken up by the incident,” Runde said.

The teen died from his injuries. He was in custody on a probation violation.

"This young man has never been violent. Dealing with youths, if they haven't been violent, quite often we will handcuff them in front, especially for the long ride so it's a little over a half hour here and that's what happened,” said Sebewaing Police Chief William Owen.

Police say the teen was handcuffed with double locks, but still managed to get out. How is just one of the many questions that investigators will be trying to figure it out in the coming days.
 
"Your heart sinks for your people and everyone involved,” Owen said.
 
It's a tragic story no matter where it happens, but for this small community, it is completely unexpected. ABC12 spoke with some neighbors as they grasped the situation.

"It's kind of interesting because this hardly ever happens in this area. You know, occasionally we get a fire siren or something like that coming by, but nothing more serious than that," said Bill Reid, Hampton Township.
